Committees Overview

Serve on a Committee

Individuals seeking to serve on a committee, subcommittee, or workgroup should complete a Committee Member Application. The application should be submitted to the Division of EMS and will be forwarded to the appropriate chair for review, consideration, and presentation to the board for appointment. The committee chair, with the approval of the committee, shall appoint members of a workgroup.

EMS Committees

EMS committees, subcommittees, and ad hoc committees are created by statute (Ohio Revised Code) or are established by the State Board of Emergency Medical, Fire, and Transportation Services for a specific purpose. Appointments are made in accordance with rules adopted by the Board. Committees, subcommittees, and ad hoc committees are the backbone of the State Board of Emergency Medical, Fire, and Transportation Services (EMFTS). They provide advice and assistance to the EMFTS Board as directed; their work critical to improving Ohio’s emergency medical services.

In appointing committee, subcommittee, and ad hoc committee members, the Board shall attempt to include members representing urban and rural areas and various geographical areas of the state, and shall ensure the members have substantial experience in the transportation of patients, including addressing the unique issues of mobile intensive care and air medical services. The members shall be residents of this state and may be members of the Board. The members serve without compensation but shall be reimbursed for actual and necessary expenses incurred in carrying out duties as members.

Fire Service Committees

Two committees exist to provide advice and counsel to the Division of EMS executive director on fire training and fire service (firefighter, fire safety inspector, and instructor) certificate holder discipline:

  • The Firefighter and Fire Safety Inspector Training Committee of the state board of emergency medical, fire, and transportation services consists of the members of the State Board of Emergency Medical, Fire, and Transportation Services who are chiefs of fire departments, and the members of the board who are EMT-basic, EMT-advanced, and EMT-paramedic appointed from among persons nominated by the Ohio association of professional fire fighters or the northern Ohio fire fighters and from among persons nominated by the Ohio state firefighter's association.
  • The Firefighter and Fire Safety Inspector Training Subcommittee consists of members of the firefighter and fire safety inspector training committee or their designees.

Trauma Committee

The Trauma Committee is appointed by the Director of Public Safety, with each seat designated by the Ohio Revised Code.

Committee, Subcommittee, Workgroup, & Ad Hoc Committee Rules

Committee

Functions include governance of a specific decision-making issue, coordination of individuals from specialty realms, research and recommendations on specific issues and project management. Committees are long-standing groups.

  • Board chair recommends a member of the board to serve as chair
  • Term of chair is for two years
  • Board chair appoints members with approval of the board
  • Minimum of two board members on each committee
  • Maximum of fifteen voting members, unless waived by the board
  • Good faith effort made to ensure educational, professional, cultural and geographical diversity, and to afford adequate representation for, with an interest in, or who would be affected by, the work of the committee
  • No more than two representatives of any organization, profession, or specialty (nominating organizations in ORC 4765.04); may be waived with request by committee chair and approved by board
  • Term of appointment of members is for one year
  • Meet at the call of the chair at locations determined appropriate by executive director
  • Majority of members constitute a quorum
  • No actions taken by a committee without concurrence of a majority of members present at a meeting in which a quorum exists

Subcommittee

Primary function is to break down large, complex projects into manageable pieces. Functions include, but are not limited to, research and analysis. The subcommittee reports its research or findings to the committee. Subcommittees may be long-standing.

  • Board chair recommends a member of the board to serve as chair
  • Term of chair is for one year
  • Board chair appoints members with approval of the board
  • At least one board member on each subcommittee
  • Size of subcommittee as determined appropriate by the board
  • Good faith effort made to ensure educational, professional, cultural and geographical diversity, and to afford adequate representation for with an interest in, or who would be affected by, the work of the subcommittee.
  • No more than two representatives of any organization, profession, or specialty (nominating organizations in ORC 4765.04); may be waived with request by committee chair and approved by board
  • Term of appointment of members is for one year
  • Meet at the call of the committee chair at locations determined appropriate by executive director.
  • No actions taken by a subcommittee without concurrence of a majority of members present at a meeting in which a quorum exists

Workgroup

Tasked with a focused project, task, or deliverable. The workgroup meets until the goal is accomplished, and is disbanded when the project is complete or the issue is resolved. A workgroup presents its recommendations or findings to the committee under which it was developed.

  • Committee chair appoints members with approval of the committee
  • Size of workgroup as determined appropriate by the committee chair
  • Good faith effort made by committee chair to ensure educational, professional, cultural and geographical diversity, and to afford adequate representation for, with an interest in, or who would be affected by, the work of the committee.
  • No more than two representatives of any organization, profession, or specialty (nominating organizations in ORC 4765.04); may be waived with request by committee chair and approved by board
  • Members of a workgroup are not eligible for travel reimbursement

Ad Hoc Committee

Tasked with a special project or issue, and is disbanded when the project is complete or the issue is resolved. Is intended to remain subordinate to the board and presents its recommendations or findings to the full board.

  • Appointed by the board
  • Serve until project is completed or resolved
